Overview
Where the Record Begins
The U.S. District Court for the Eastern District of California is a federal trial court, one of four federal judicial districts in California alongside the Northern, Central, and Southern Districts. Congress created the district on March 18, 1966, when it reorganized California's federal courts from two districts into four.
The court is headquartered in the Robert T. Matsui United States Courthouse in Sacramento. It maintains a divisional office in Fresno and holds proceedings at outlying locations in Redding and Bakersfield, plus Yosemite for matters arising on federal lands and in national parks.
Jurisdiction
The district covers thirty-four counties, stretching from Kern County in the south to Siskiyou County on the Oregon border — roughly half of California's land area. It is organized into two divisions: the Sacramento Division, which includes Sacramento, San Joaquin, Yolo, Placer, El Dorado, Shasta, and Siskiyou counties, and the Fresno Division, which includes Fresno, Kern, Kings, Tulare, Madera, Merced, and Mariposa counties.
What the court hears
As a federal district court, it hears civil and criminal matters arising under federal law, along with bankruptcy matters through its affiliated bankruptcy court. Appeals from its decisions go to the U.S. Court of Appeals for the Ninth Circuit.

To practice before the court, an attorney must be an active member in good standing of the State Bar of California. Admission is a separate application processed through the court, requiring an affidavit of qualifications and a certificate of good standing from the State Bar of California, along with payment of an admission fee.
